Subversion of the BCRC By-laws
- TheCounty Committee has presented themselves to the general membership to be
separate entity from the executive committee, which if fact, they are not.
- There is a misguided conception that they do not have to follow the same
protocols and laws for their own executive election as defined in their
by-laws.
Unethical Voting Procedures
- Roberts’sRules of Order were not followed as per their own by-laws.
- Thechair refused to allow a ballot vote.
- The sitting officers counted their own votes.
- Over200 proxies were allowed
- Thecurrent citing officers never truly relinquished their seats during theirProxies
- Article5, Section C in the BCRC By-laws states: Proxies are not permitted at meetings
for the elector of representatives to the Executive Committee.
- Proxies are not allowed for theBi-Annual reorganization meeting as the officers are members of the Executive
Committee.
- There was a total of 420 votes that were cast via Roll Call vote including over 200
proxy votes. Of these proxy votes over 100 proxy votes were cast by three
committee people
- § Rule V, ARTICLE 5 Proxies: Section C.Proxies are not permitted at meetings for the elector of representatives to the
Executive Committee.
- In addition, this proxy voting methodis in direct conflict with the PAGOP bylaws
- Theproxy forms are to be utilized for Yeh/Neah votes during regular meeting
business, not for elections.
- The proxy form doesn’t even list the candidates’ names on the forms.
Voting
- RuleV, ARTICLE 6, Section B. Voting on election of representatives to the Executive
Committee shall be by ballot.
- A roll call vote was used instead ofthe ballot even though multiple objections were made by the challenging
candidates.
- Appointments - There were multiple appointments made to the committee seats in which they were
allowed to vote in the election.
- § RULE IV, ARTICLE 3, Section A statesthat only the duly elected members of the County Committee of each districtcan vote for the executive committee.
